UPS, FedEx, USPS and DHL holiday surcharges for 2026

If you ship orders between now and mid-January, every major US carrier adds a holiday charge to your labels, and as of Oct. 5, 2026, all of them have published their numbers. In the busiest weeks (late November to Dec. 27), a residential ground package costs $0.75 more with UPS, $0.80 more with FedEx and $0.90 more with DHL eCommerce, while USPS has built increases from $0.40 per package into its commercial prices since Oct. 4.

When do 2026 holiday surcharges start and end?

A holiday or peak surcharge is a temporary per-package charge carriers add during the fourth quarter, when parcel volume and network costs are highest. Most 2026 programs run from late September or late October to mid-January, with the highest amounts in the five weeks before Christmas.

UPS and FedEx start a month earlier than the residential figures suggest, because their charges on oversized and hard-to-handle packages begin in late September. USPS works differently from the rest: its increase sits inside the price you're quoted, with no separate line on the label or invoice. All amounts on this page are the published ones; negotiated contracts can treat individual charges differently.

What are the USPS 2026 holiday prices?

USPS raised prices on Priority Mail Express, Priority Mail, USPS Ground Advantage, and Parcel Select at 12 a.m. CT on Oct. 4, 2026, and they stay up until 12 a.m. CT on Jan. 17, 2027. The Postal Regulatory Commission approved the change on Sept. 9 under docket CP2026-10, and the new prices took effect as scheduled.

Because USPS publishes a revised price table for the season, the seasonal amount is already inside the price you're quoted at purchase. Budget for it at the point of sale, because nothing shows up on a later invoice to reconcile against.

The tables below are the commercial increases, the prices you pay when you buy labels through a shipping platform. Post Office counter (retail) prices rise by slightly different amounts.

Cubic tiers go up too, so if you ship small dense items on Priority Mail Cubic pricing to beat weight-based rates, those prices rise as well. So does Flat Rate: among USPS Flat Rate boxes, the large box carries the biggest single increase. Full figures are in the USPS announcement.

What are the UPS 2026 peak surcharges?

UPS published its 2026 demand surcharges on Aug. 26, in two parts with two start dates. Charges on packages that need additional handling, count as large packages or exceed maximum limits begin Sept. 27. The per-package charge on residential ground, Ground Saver and air shipments begins Oct. 25.

Every UPS amount is higher than in 2025. The peak residential and Ground Saver charge went from $0.60 to $0.75, and the peak additional handling charge from $10.80 to $11.90. The UPS demand surcharge schedule states that these charges "apply in addition to all other applicable Charges," so the $11.90 is added to the standard additional handling fee, not a replacement for it. This year's notice covers U.S. domestic shipments only.

Ground Saver packages pay the same per-package charge as Ground Residential. If you moved light residential orders to Ground Saver to save on the residential fee, the peak charge still applies to them.

What are the FedEx 2026 demand surcharges?

FedEx published its 2026 demand surcharges on July 22 and has updated them twice since. Like UPS, FedEx has two start dates, and the package charges come first.

Package-characteristic surcharges started Sept. 28. Like the UPS equivalents, they are add-ons charged on top of FedEx's standard additional handling, oversize and unauthorized fees.

Service-level demand surcharges start Oct. 26.

The unauthorized charge (renamed from "Ground Unauthorized Package Charge" on Sept. 21) applies to packages that exceed the size and weight limits for parcel service altogether. If your packages sit within normal parcel dimensions, you will never see it. One package can meet the criteria for more than one of the three package charges, so check all three definitions in the FedEx Service Guide. Ground Economy is contract-only, and One Rate packages are excluded from the overnight and 2Day surcharges. Current figures are on the FedEx demand surcharges page.

What are the DHL 2026 peak surcharges?

DHL eCommerce published its 2026 peak surcharge on Sept. 22. It runs in three phases from Oct. 25, 2026 to Jan. 16, 2027, a change from 2025's single flat rate, and the amount depends on product, weight and zone.

These are the zone 1–8 amounts. Zones 11–13 pay a flat $0.95 to $1.80 by weight in every phase. Compared with 2025's flat $0.62 on Parcel Ground and Expedited, the 2026 charge is lower in the shoulder weeks and higher in the five peak weeks. DHL eCommerce returns and international products carry their own amounts, all listed in the DHL eCommerce peak surcharge notice.

DHL Express charges its international demand surcharge per pound instead of per package, from Oct. 1, 2026 to Feb. 5, 2027; the amounts are in the international section below. Its U.S. domestic express services add a flat $0.05 per lb. from Nov. 1 to Dec. 31.

Amazon Shipping uses the same windows and amounts as UPS: $0.50, $0.75 and $0.50 per package, plus peak add-ons of $8.75 to $11.90 for additional handling. It charges no separate residential surcharge. Details are on the Amazon Shipping peak surcharge page.

Which of these surcharges will hit your account?

The largest published numbers come with volume thresholds that small sellers never reach. UPS and FedEx both run a second, higher schedule for large shippers. UPS applies it to customers billed for more than 20,000 Ground Residential, Ground Saver and Air Residential packages in any week since October 2025, with charges of $1.75 to $8.00 per ground package depending on how far weekly volume exceeds a May 31–June 27, 2026 baseline. FedEx's Demand Residential Delivery Charge works the same way: more than 20,000 residential and Ground Economy packages in a week, measured against a June 2026 baseline, at $1.70 to $9.35 per package. FedEx states that contracted discounts and caps on the standard residential charge don't carry over to it.

For a seller shipping a few hundred to a few thousand packages a month, the realistic exposure is narrower:

Fix the box and a package-based charge disappears. A calendar-based one only goes away if you change service, carrier or ship date.

What will peak season cost you?

Take 500 residential ground packages shipped with FedEx in the Nov. 23–Dec. 27 window. The demand surcharge is fixed at 500 × $0.80, or $400. What moves the total is how many of those packages trip additional handling, which now costs an extra $11.85 on top of the standard fee. That rate depends entirely on your product mix, and with no published carrier average to borrow, the table shows a range of peak add-ons only.

Across all three rows the fixed demand surcharge stays at $400. Additional handling is the line that grows, in direct proportion to how loosely your boxes are specified. At 34 packages, under 7% of the batch, the handling add-on alone costs as much as the demand surcharge on all 500. On UPS the same calculation uses $0.75 and $11.90.

To find your own trigger rate, pull the dimensions and weights of a representative week of orders and count how many exceed the additional handling criteria in the carrier's service guide. Sellers with a single standard box size usually land near zero, while sellers shipping varied or bulky goods often find it higher than they expected.

The same 500 packages on USPS commercial Ground Advantage in zones 1–4 at 0–3 lbs. add $200 over the season. Ship them at 11–25 lbs. in zones 5–9 and they add $875. Do holiday surcharges apply to international shipments?

Yes, though not from every carrier. USPS's holiday prices cover domestic services only, and UPS's 2026 notice lists domestic charges only. FedEx, DHL Express and DHL eCommerce all charge international peak fees.

International peak charges also run longer. FedEx's international package add-ons last until Feb. 7, 2027, three weeks past its domestic end date, and DHL Express runs to Feb. 5. What else is raising your shipping costs this year?

Two changes that took effect earlier in 2026 stack with the peak surcharges. USPS moved its dimensional weight divisor from 166 to 139 effective July 12, 2026, confirmed in the Federal Register notice covering Priority Mail Express, Priority Mail, Ground Advantage, and Parcel Select. A smaller divisor produces a larger billable weight, so an affected package became roughly 19% heavier on paper without changing at all.

Whether that affects you comes down to one threshold. Dimensional pricing only applies to parcels over one cubic foot, or 1,728 cubic inches, per the USPS mailing standards. Below that you are billed on actual weight. Above it, every measurement rounds up to the next whole inch before the calculation runs, so a 12.1-inch box is priced as 13 inches.

USPS also applied an 8% price increase to those same four services on April 26, 2026, running through Jan. 17, 2027. It is still in effect now that the holiday prices have arrived, and the two stack.

Fuel carries the largest percentage on any UPS or FedEx invoice, and both adjust it weekly against national diesel and jet fuel prices. For the week of Oct. 5, 2026, the FedEx fuel surcharge is 29.25% for Ground and Home Delivery, and UPS's is 29.75% for domestic ground. On a $10 ground label that is about $3, more than three times the peak residential charge on the same package.

How can you reduce what you pay this peak season?

Four levers, roughly in order of return.

Measure and re-box now. The package-based add-ons from UPS and FedEx have applied since late September, and they jump on Nov. 22 and 23. Additional handling and oversize are triggered by dimensions and weight, so a package that no longer meets the criteria stops attracting the charge entirely. That only helps where the product allows it; inherently long or rigid items will keep triggering it. Carriers remeasure packages in their network, and a corrected measurement can be billed as an adjustment on a later invoice, after the order is closed and the margin already booked. During peak, that adjustment can include the $11.85 or $11.90 handling add-on.

Compare carriers at the package level, not the account level. The gap between carriers varies by weight, zone and service, and the 2026 changes moved it unevenly. USPS zones 1–4 went up $0.40 on light packages while Priority Mail at 26–70 lbs. in zones 5–9 went up $9.10, and UPS, FedEx and DHL eCommerce step their charges up on slightly different dates. A rule that held in September may be wrong in December, so compare live rates at the point of purchase and let each order pick its own carrier. Check whether the service level still matches the promise. Overnight and 2-day services carry the largest per-package increases at UPS and FedEx, up to $2.55 in the peak weeks. If customers chose a delivery date rather than a named service, ground may still hit that date at a lower cost in the early part of the window.

Watch the calendar edges. Every carrier's peak amounts step down after Dec. 26 or 27. Non-urgent shipments, restocks and B2B freight moved into the first half of January cost less than the same shipments in the last week of December.

Frequently asked questions

When do holiday shipping surcharges end?

Domestic programs end in mid-January: Jan. 16, 2027 for UPS, DHL eCommerce and Amazon Shipping, and Jan. 17, 2027 for FedEx and USPS. International charges run longer, to Feb. 5 for DHL Express and Feb. 7 for FedEx's international package add-ons. FedEx's per-pound export surcharge has no end date and stays "until further notice."

Do peak surcharges apply to prepaid return labels?

It depends on the return product, because returns are priced as their own products. DHL eCommerce, for example, publishes separate peak amounts for its return services, starting at $0.40 per package in zones 1–4. Look up the specific return product you use rather than assuming the outbound figure carries over.

Do discounted commercial rates already include the peak surcharge?

Generally no. A discounted rate lowers the base transportation price, and the published seasonal charge is added on top: UPS says its demand surcharges apply in addition to all other charges, and Amazon Shipping lists its demand surcharges as additional to contracted rates. With USPS there is no separate charge to include or exclude, because the seasonal amount is inside the commercial price table itself. If you hold a negotiated contract, check its terms for each charge.

At what volume do peak surcharges become negotiable?

Typically well above small-business volume, when you ship enough to sign a contract directly with the carrier. Below that you pay the published amounts. A negotiated discount doesn't always travel, either: FedEx states that contracted discounts and caps on its standard residential charge don't extend to the demand version of that charge.

Why is USPS increasing prices twice in one year?

They are separate changes. The 8% adjustment that began in April is transportation-related and runs to Jan. 17, 2027. The October increase is the seasonal one. Both are temporary, both were filed with the Postal Regulatory Commission, and the holidays fall inside both windows. As of Oct. 5, 2026, USPS has not announced its January 2027 shipping prices.

Every major carrier has now published its 2026 holiday pricing: UPS and FedEx package add-ons since late September, USPS since Oct. 4, and per-package demand surcharges from UPS, FedEx, DHL eCommerce and Amazon Shipping from Oct. 25 and 26, all running to mid-January. The per-package charges are easy to budget. The bill grows on packages that trigger an $11.85 or $11.90 handling add-on, on boxes over one cubic foot that got about 19% heavier on paper when the USPS divisor changed in July, and on shipments sent on a faster service than the customer was promised.

The 2026 changes did not move every carrier the same way, so whichever was cheapest for a given package in September may not be in December. Check rates order by order, all season.
